Ijok: Harga rumah terlalu rendah, Pampasan untuk pemaju gagal?


Jadi siapakah yang dijaga, syarikat swasta atau rakyat? Tidakkah ini semacam langkah menyelamatkan syarikat berkenaan atau bail out yang selama ini begitu dibenci pembangkang?

Persoalan harga tanah berdekatan Lebuh Raya Kuala Lumpur-Kuala Selangor (LATAR) itu juga dibangkitkan. Tidakkah harga RM12 satu kaki persegi terlalu rendah memandangkan tanah yang sama kini dijual pada harga RM40 hingga RM65 satu kaki persegi?

Hal ini dihurai oleh LSS:

Did you know that the 2,300 acres Ijok land that MB Azmin gave back to the two companies in that bailout where the companies got RM757mil while settlers get RM421mil is now being developed in a property project with a GDV of RM15 billion?

In fact, the developers who cited a similar project said the initially project GDV of RM15 billion could end up being many times more.

In Tan Sri Khalid Ibrahim's interview today, he revealed that his plan was to develop this land using state agencies and JV with developers via open tender of development rights (instead of giving out the land) and was ready to pay compensation that is much more than what the settlers got today as their land price had increased.

The Ijok lands are well connected to established suburban centres such as Kota Damansara, Shah Alam and Sungai Buloh, via major roads — Jalan Batu Arang, Persiaran Mokhtar Dahari, Jalan Meru Tambahan and Jalan Kuala Selangor, as well as existing highways, including the LATAR Expressway, North-South Expressway and Guthrie Expressway.

The accessibility to the lands is expected to be enhanced with new proposed expressways, including the DASH Highway (Damansara-Shah Alam Elevated Expressway) and West Coast Expressway.

Then MB Jokermin came along and did direct deals with certain developers, reversed Khalid's plans and sabotaged the Selangor State Govt to the tune of billions of ringgit as well as torpedoed the settlers' fair rights to higher compensation.

There is no justice (or keadilan) that the settlers who were promised RM180k cash and a house 20 years ago now only got RM180k cash and a house when the value and strategic location of their land has increased so many folds.

20 years ago, their land was worth RM3 per square feet. Today, the same land with the same land status can fetch RM30 psf to RM60 psf.

Is this keadilan?

Dato Rahman menimbulkan lagi isu:
PETALING JAYA: BN strategic communications director Abdul Rahman Dahlan is dissatisfied with the reply given by the Selangor government regarding the piece of land in Ijok.
He posed three questions to the state:
  1. Why admit defeat at the Federal Court when the Selangor government clearly has a great opportunity to win the case against the two companies earlier given the land? Earlier, in 2013 and 2014, the High Court and Court of Appeal had ruled in favour of the state. If the state wins, the state can obtain the full RM1.18 billion cost of the land.
  2. The price for the land and compensation paid is not fair. The value of the land is high now compared with the rate imposed long ago when the deal was made.
  3. What happened to the remainder of the RM1.18 billion after compensation had been paid to the affected settlers? Why pay to the two middleman companies which had failed to develop the land?
The land in Ijok was initially given to a group of settlers in the state in 1998 by the then BN state government.

One of the funniest thing is that the signing of the agreement where the 2 companies sold the land to the public listed company for RM1.18 billion happened about 8 months before the Selangor Govt signed the settlement agreement in the Federal court to give back the land to the two companies.

It is as if the public-listed company and the 2 companies all know far in advance the outcome of the case and that Azmin's govt will give back the land to the 2 almost bankrupt companies then.

It is as if they have the power to predict the future or can read Azmin's mind.

*Isu skandal tanah Ijok secara ringkas*

- Tahun 1998: Tanah itu diberi oleh kerajaan BN Selangor dahulu secara percuma kepada peneroka

- Tahun 2000L Peneroka beri tanah itu kepada pemaju syarikat swasta yang ada kaitan dengan penyokong tergar Mahathri, Khairuddin Abu Hassan dengan janiji pampasan RM180k cash dan sebuah rumah.

- Tahun 2000 hingga 2008: Projek tidak jalan lancar sehingga 2008.

- Tahun 2008 hingga 2018: Di bawah kuasa kerajaan Pakatan.

- Tahun 2009: Kerajaan Khalid Ibrahim rampas tanah itu pada tahun.

- Tahun 2013 Syarikat swasta saman kerajaan Selangor di Mahkamah Tinggi untuk dapat balik tanah tetapi kalah.

- Tahun 2014: Syarikat swasta saman kerajaan Selangor di Mahkamah Rayuan untuk dapat balik tanah tetapi kalah lagi.

- Tahun 2014: Tan Sri Khalid Ibrahim dijatuhkan dan Azmin Ali menjadi Menteri Besar baru.

- Tahun 2015: Walaupun sudah kalah dua kali dan tanah tidak lagi di atas nama mereka, syarikat swasta itu jualkan tanah itu kepada syarkiat awam untuk RM1.18 bilion.

- Tahun 2016: Sebelum perbicaraan bermula di Mahkamah Persekutuan, kerajaan Azmin Ali mengaku kalah dan serahkan tanah-tanah itu kepada syarikat swasta dengan syarat hanya boleh dijual kepada syarikat awam di atas.

- Tahun 2018: Pampasan RM180k cash dan sebuah rumah diberikan kepada peneroka2.

Jumlah pampasan yang diberi kepada peneroka-peneroka ialah RM421 juta tetapi syarikat swasta itu mendapat hasil jualan tanah peneroka sebanyak RM1.18 bilion.

- Tahun 2018: BN Strategic Comms (BNSC) menimbulkan isu ini dan bertanya mengapa Azmin Ali cepat mengaku kalah walaupun sudah pernah menang dua kali.

BNSC juga bertanya di mana baik sebanyak RM756 juta sudah pergi?

*Tanah yang dijual semua dari peneroka2 tetapi syarikat swasta dapat RM1.18 bilion dan peneroka2 dapat RM421 juta. Adil atau tidak?*

- Tahun 2018: Bekas MB Khalid Ibrahim kata pada masa itu ada banyak broker-broker dan ajen-ajen yang mahu beliau menyelesaikan masalah tanah ini untuk kepentingan syarikat swasta yang terbabit tetapi dia tolaknya kerana tidak menjaga hak peneroka2.

Khalid juga membidas Azmin berbuat demikian kerana merugikan kerajaan Selangor dan mahu semua pihak yang terlibat disiasat.

Persoalan juga ialah tanah tersebut dijual dengan harga RM12 satu kaki persegi walaupun kawasan itu kini cepat membangun semenjak lebuhraya LATAR dibuka.

Adakah harga ini terlalu rendah kerana ada juga tanah yang sama kini dijual pada harga RM40 hingga RM65 satu persegi?

Jika tanah itu dijual secara tender terbuka, apa harganya?
