IDEAS: The civil service must prepare for government transition.
Kuala Lumpur, 23 March 2012: The Institute for Democracy and Economic Affairs (IDEAS) today releases a new Policy Ideas briefing paper that calls for the civil service at federal and state levels to plan and prepare for a smooth transition of administration. This is particularly important as we get closer to the general elections.
The Policy Ideas briefing paper argues that a smooth transition is more than just a peaceful transfer of power. It is also about ensuring that the effective functioning of government does not become too disrupted during the transition period. It provides case studies on how transition was managed in the United States, the United Kingdom and Germany, and the strengths and weaknesses of the systems in these
countries.
Wan Saiful Wan Jan, chief executive of IDEAS says: "A clearly defined transition process is important. Politicians, especially those who are now in power, must accept that for the sake of the rakyat, they must create a proper transition plan. And looking at the latest developments, I think that it is more important to prepare in the states rather than federal because there is a chance we will see some states changing hands. Just imagine how disruptive it could be for the rakyat there if Kelantan or Sabah change hands. We can avoid the disruption by planning early."
In the short term, IDEAS proposes that:
1. Civil service must conduct detailed scenario planning to explore the different possible election outcomes.
2. Senior civil servants at both state and federal levels must hold confidential meetings with opposition leaders to start building trust and identify priorities
3. The focus has to be at state level because it is likely that there will be changes at state level in the coming elections.
In the long term, IDEAS proposes that:
1. A transition guideline must be developed on a cross-party basis detailing the processes involved before and immediately after elections to ensure smooth changeover.
2. Politicians at both state and federal levels should be trained on the inner-workings of the civil service.

i don't see anything wrong with this.. it does mention the focus on state rather than federal, even mentioning Kelantan. so what if current state govt falls in Kelantan, Kedah, Selangor and Penang? u don't want the civil service to be impartial and ensure a smooth transition?

Tak payah dok bongkak sombong nakl bagitau begitu begini, staff kerajaan adalah mengikut kerajaan memerintah tapi dalam celah tu ramamai dok jadi pembangkang macam api dalam sekam. So kalau tukar pemerintah pun hak dok membangkang tetap macam tu cuma hok tok sokong pembangkang pula bertukar jadi pembangkang. Tak payah suroh2 dah, bukan budak kecik lagi. 10 Questions For YAM Tuanku Zain Al-Abidin Tuanku Mukhriz, Founding President of IDEAS.
To create a real transformation of Malaysian society will IDEAS' Founding President YAM Tuanku Zain Al-Abidin Tuanku Muhriz also venture to comment on his Royal privileges?
For example what are YAM Tuanku Zain Al-Abidin Tuanku Muhriz's views on :
1. The yellow number plates for his car.
2. Can he comment on the public purse and the Royal sustenance
3. If he agrees to abolishing Article 153 (Special Position /Rights /Privileges etc of the Malays and the native peoples of Malaysia) then what are his views on abolishing the Sedition Act?
4. If he agrees to abolishing the Sedition Act, what are his views on preventing criticism against the Royal houses - which is now preserved by the Sedition Act?
5. If YAM Tuanku Zain Al'Abidin does not agree to abolishing the Sedition Act, can he explain why?
6. If he does not agree to abolishing the Sedition Act, why then the double standard about abolishing Special Rights / Privileges / Position of the Malays & Native peoples (Article 153)?
7. Article 153 of the Constitution of Malaysia grants the Yang di-Pertuan Agong (King of Malaysia) responsibility for “safeguarding the special position of the ‘Malays’ and natives of any of the States of Sabah and Sarawak and the legitimate interests of other communities” and goes on to specify ways to do this, such as establishing quotas for entry into the civil service, public scholarships and public education.
If Article 153 is abolished then the main role of the Yang Di Pertuan Agong, ie the "safeguarding the special position of the ‘Malays’ and natives" would also disappear.
So, if Article 153 is abolished, what role does YAM Tuanku Zain Al-Abidin then envisage for the Yang Di Pertuan Agong, especially vis a vis the Malays and Native peoples?
8. If his name is preceded with YAM (Yang Amat Mulia), what does it imply? What about the names of the ordinary people?
9. What is YAM Tuanku Zainal Abidin bin Tuanku Muhriz's views on the concept of Royal households in the longer term view - specifically in the Malaysian context? Does he have a view for the shorter term?
10. What is YAM Tuanku Zain Al-Abidin's view on the concept of Royal households in any modern, democratic society in the 21st century?

It is known that the royals get land grants, logging concessions, mining and other things from the State govts. If a layman and a royalty apply for the same logging concession or piece of State land, who will get it?
Will the royalty enjoy special privileges over the layman? How is that different from special rights?
