Mr Bean cakap pasal FDI ... kah kah kah


Bukanlah kita nak menghina Mahfuz atau PAS, tetapi kita tak dapat menahan ketawa bila Mahfuz yang hanya mempunyai kelulusan SRP mempersoalkan perihal ekonomi.

Bukannya ekonomi rumahtangga seperti beras, gula dan minyak di dapur rumahnya, tetapi ekonomi negara. Lebih dari itu, bukan pula berkenaan harga gula atau minyak di pasaran tetapi tentang pelaburan langsung asing (FDI).

Tetapi, tak perlulah kita ketawakan Mahfuz sampai terguling-guling, tak baik.

Lebih baik kita tumpukan kepada penjelasan kenapa FDI merosot sebanyak 81 peratus kepada RM4.43 billion pada 2009 berbanding RM23.47 billion pada 2008.

Untuk memudahkan pemahaman Mahfuz, kita terangkan dalam bahasa yang boleh difahami oleh rakyat biasa.

Malaysia kini tidak lagi menumpukan kepada industri berasaskan tenaga buruh. Sebaliknya, negara menekankan perindustrian berasaskan kemahiran dan pengalaman.

Langkah ini diambil bagi mengurangkan pergantungan terhadap pekerja asing. Ini antara salah satu sebab yang mungkin menyebabkan syarikat-syarikat yang mementingkan kos buruh yang rendah tidak memilih Malaysia.

Bagaimanapun, langkah ini adalah tepat dan memberi manfaat kepada Malaysia dari segi sosial dan jangka panjang.

Krisis ekonomi dunia juga memberi kesan langsung kepada FDI. Sebelum ini, kebanyakan syarikat-syarikat yang melabur di Malaysia melaburkan kembali keuntungan mereka di sini.

Tetapi, memandangkan seluruh negara di dunia, termasuk negara-negara kuasa besar juga terjejas dengan krisis ini, maka pelabur-pelabur perlu lebih teliti dalam menangani belanjawan syarikat.

Perancangan, pemantauan dan kawalan kewangan lebih ketat dan dibuat terus oleh syarikat induk di negara-negara masing-masing.

Oleh yang demikian kebanyakan syarikat-syarikat ini memilih untuk tidak melaburkan semula keuntungan mereka sebagai langkah menangani krisis ini.

Malaysia kini berada dalam proses transisi di mana Model Ekonomi Baru baru saja diperkenalkan.

Pelabur-pelabur perlu mengambil masa memahami dan menyesuaikan diri dengan perubahan-perubahan yang dilakukan oleh kerajaan.

Selain itu, tanggungjawab membawa masuk FDI juga lebih banyak dipikul oleh kerajaan negeri.

Kerajaan negeri pada ketika ini mengambil langkah kurang aktif dalam mempromosi pelaburan kerana menunggu masa yang lebih sesuai iaitu setelah pelabur-pelabur membiasakan diri dengan perubahan-perubahan yang dibuat serta apabila keadaan ekonomi menjadi lebih stabil.

Untuk pengetahuan Mahfuz, khususnya, dan pembangkang, amnya, merancang FDI memerlukan masa yang panjang, bukannya seperti melabur dalam Kohilal.

Kita percaya FDI akan meningkat pada tahun 2010 ini, dan akan terus melonjak di tahun hadapan bila RMK-10 mula dilaksanakan pada Januari nanti.

Kerajaan sedang berusaha sedaya upaya membawa Malaysia mengharungi krisis ekonomi dunia dengan tenang dan bergaya.

Namun, sedar atau tidak, usaha kerajaan itu seringkali disabotaj oleh puak-puak Mahfuz juga.

Dalam kerajaan bertungkus lumus mentadbir dan berkhidmat agar negara ini terus maju, aman dan makmur, puak-puak Mahfuz atau pembangkang pula tak jemu-jemu cuba membuat onar dan huru-hara.

Tidak cukup dengan menghasut dan menyukarkan kerajaan mengambil langkah terbaik untuk Malaysia, misalnya dalam soal pengurangan subsidi, pembangkang juga turut memburukkan nama Malaysia tanpa henti di luar negara.

Tindakan pembangkang mengecam dan menghina sistem, undang-undang dan kerajaan sendiri pastinya membangkitkan keraguan di kalangan pelabur luar negara.

Kerana tindakan pembangkang ini, kerajaan terpaksa memperuntukkan tenaga yang sepatutnya digunakan untuk mentadbir, untuk menangani perkara sampingan seperti menangkis tohmahan dan membersihkan nama Malaysia di mata dunia.

Semua ini semata-mata kerana kerajaan ingin memastikan negara dan rakyat Malaysia tidak terjejas dengan tindakan tidak bertanggungjawab dan khianat oleh puak pembangkang.

Justeru, jika FDI Malaysia tidak dapat dilonjakkan pada tahun hadapan mengikut jangkaan, pembangkang tidak boleh tidak, harus dipersalahkan.

Daripada mengutuk dan menghentam kerajaan pusat, ada baiknya jika Mahfuz menegur kerajaan di negeri yang diperintah oleh pihaknya, khasnya Kedah yang juga negerinya.

Rumah Ustaz Azizan, Menteri Besar Kedah tidaklah begitu jauh dari Pokok Sena. Untuk menegur Ustaz Azizan, bukan sukar, jika ada keikhlasan, kemahuan dan sedikit akal.

Tanyalah Ustaz Azizan, apa yang terjadi dengan Kulim Hi-Tech Park yang merupakan cabang FDI negeri Kedah yang suatu ketika dulu menjadi kebanggaan negeri dan negara?

Tanyalah Ustaz Azizan, apakah yang terjadi atau telah dicapai sejak PAS memerintah Kedah dan menendang secara langsung dan tidak langsung mereka yang bertanggungjawab membawa kejayaan kepada Kulim Hi-Tech Park?

Kita ingin melihat senarai jelas pelaburan baru yang diomongkan oleh pemimpin PAS Kedah.

Umum tahu bahawa satu-satunya pelaburan baru yang besar iaitu First Solar yang masuk setelah PAS memerintah juga bukanlah atas usaha PAS.

Perundingan dan kata putus pelaburan First Solar ke Kulim Hi-Tech Park telah dibuat di era Dato’ Ahmad Shukri Tajuddin lagi, iaitu Ketua Pegawai Eksekutif Kumpulan, Kulim Techonology Park Corporation sebelum ini.

Dato’ Ahmad Shukri telah ditendang oleh PAS dari Kulim Hi-Tech Park dengan meninggalkan pelaburan berjumlah RM23 billion.

Sejak Kulim Hi-Tech Park diterajui oleh suami kepada sepupu Ustaz Azizan, iaitu En. Sobri, yang kini bergelar Presiden syarikat, tiada satu pun pelaburan baru yang masuk.

Sedangkan orang kuat En. Sobri ini, iaitu En. Annuar Saffar yang dinasihatkan berhenti oleh Teknologi Park Malaysia kerana korupsi suatu ketika dahulu, sering keluar negara menghabiskan duit syarikat dan duit negeri konon untuk mempromosi projek ini.

Yang ada di Kulim Hi-Tech Park kini hanyalah masalah demi masalah serta rungutan oleh para pelabur sedia ada.

Rungutan juga boleh didengari di kalangan pekerja, yang selalunya berbunyi, ‘tak ada kerja’. Yang ada hanyalah tazkirah dan majlis-majlis agama.

Kulim Hi-Tech Park hari ini telah bertukar menjadi sekolah agama dewasa dan hanya berurusan dengan pelaburan sesudah mati.

Ini terbukti bila penilaian prestasi pekerja juga dibuat bukan atas dasar kredibiliti dan dedikasi tetapi atas dasar ‘penampilan luaran’. Mana-mana pekerja wanita yang tak memakai tudung, walaupun rajin akan dianggap tidak bekerja.

Kita sudah dapat mengagak jawapan Mahfuz dan PAS Kedah sekiranya prestasi Kulim Hi-Tech Park ini dipersoalkan. Jawapan mereka pastinya akan berbunyi lebih kurang sama dengan jawapan kerajaan pusat mengenai masalah penurunan jumlah FDI di Malaysia juga.

Namun, membandingkan Malaysia dengan Kedah adalah tindakan dangkal. Malaysia terdiri dari 13 negeri dan 1 wilayah yang mana bukan semuanya di bawah kuasa penuh kerajaan pusat. Apatah lagi FDI selalunya adalah tanggungjawab langsung kerajaan negeri.

Kerajaan pusat tidak dapat membantu Kedah dan negeri-negeri di bawah kuasa pembangkang secara langsung.

Dan kita tidak boleh menolak kemungkinan bahawa pelabur juga sebenarnya agak keberatan melabur di negeri-negeri di bawah pembangkang kerana tidak yakin dengan kredibiliti pembangkang.

Buktinya, di kala Kulim Hi-Tech Park di bawah Presiden baru ketandusan pelabur, Senai Hi-Tech Park di Johor berjaya menarik pelabur-pelabur baru walaupun baru setahun jagung beroperasi.

Setakat hari ini, Senai telah berjaya membawa masuk 3 projek iaitu EQ Solar (USD 500 million), MOX-Linde (RM60 million) dan STX Technology (USD 500million).

Ini adalah satu jumlah yang besar bagi sebuah projek baru. Sedangkan, perundingan bagi FDI selalunya berjalan sehingga 2 – 3 tahun sebelum berjaya memeterai perjanjian.

Adalah difahamkan banyak lagi FDI yang telah bersedia masuk ke Senai apabila infrastruktur siap sepenuhnya nanti.

Justeru, apakah alasan PAS dalam membandingkan pencapaian Senai dalam masa setahun dengan Kulim Hi-Tech Park yang ditinggalkan dalam keadaan lengkap dan tersedia oleh Ketua Eksekutif terdahulu?

Jawapannya ialah tendangan PAS begitu kuat sehingga Dato’ Ahmad Shukri terdampar di Senai, Johor.

Inilah bukti kedangkalan PAS dalam membuat keputusan. Kerana ego dan jahil, PAS telah menendang aset berharga negeri ke negeri lain.

Andainya peneraju Kulim Hi-Tech Park adalah orang yang sama, pastinya semua pelaburan baru itu menjadi milik Kedah, bukan Johor atau milik PAS, bukan BN.

Oleh itu, kepada Mahfuz, dan keseluruhan pemimpin serta penyokong pembangkang atau pembangang, hentikanlah menghentam kerajaan mengenai perkara yang anda sendiri ‘tak faham kepala ekor’, kata orang Kedah.

Kalau tak tahu buat kerja, sekurang-kurangnya janganlah ganggu kerajaan nak bekerja.

    La... si Mampuz Omaq hanya lulus SRP je ke??? Memang patut kena ambil matapelajaran ekonomi dalam SPM hujung tahun ni. Nak tengok juga, boleh dapat keputusan 100% lulus ke??? Itu baru SPM, belum lagi bidang ekonomi di universiti, entah2 hanya boleh dapat general degree je kot.

    Patutnya saudara Mampuz beri la ulasan FDI yang masuk ke negeri Selangor juga. Kenapa tahun 2009 FDI ke Selangor hanya RM 6.7 Bilion jatuh hampir separuh dari tahun 2008 iaitu 11.87 bilion???

    Hahahaha... memang patut pun si Mampuz ni digelar Mr. Bean, pak lawak utama dalam hamPAS selain Mat Sabu rupanya. Hahahahaha.......

    Apabila tiba masanya untuk bersaing dengan parti lawan, Hilary dan Obama bersatu padu. Dalam ertikata lain, Hilary tidak mengkhianati partinya sendiri apabila 'berperang' dengan parti lain, walaupun dia tewas kepada Obama sebelumnya.

    Folks I just heard this from the president of a well known consumer association in Subang Jaya. Changes are being proposed to the Road Transportation Act (the Pengangkutan thingy) whereby all owners of registered motor vehicles will be required to buy new car license number plates.

    The new number plates will have some computer chip in it (to make the Government's job easier I suppose). Here is the catch.

    1. We will still have to pay the old Road Tax, get the Road Tax sticker etc.

    2. The "monopoly" to issue these new number plates will be given to two new companies (most likely crony companies - because they were not chosen by open tender or highest bidder for the concession).

    There are about 20 million registered vehicles in this country (cars, buses, lorries, motorbikes etc). So 20 million x RM150 = RM3.0 Billion. This seems to be the scale of cronyism nowadays - its always in the Billions, no more in the millions.

    So two lucky cronies will get the franchise to charge us RM150.00 per license plate. Is this why Chrome Dome was recently appointed to head the suruhanjaya pengangkutan darat or something? There are Billions worth of 'concessions' to be given out.

    Why burden the public even more? You are removing the subsides, the price of fuel, oil, flour, sugar is all going up. The Government wants to waste RM800 million to build a new Parliament building.

    And we pay for all these subsidies - directly, especially the APs for the motorcars. A Honda CRV 2010 model costs RM150,000 here. In the US you can buy it for USD22,000 or about RM68,000 - slightly more than a Proton Waja.

    Why are we paying such high prices for cars? Who gains? Not the rakyat. Now we are required to pay RM150.00 for our car license plates for the benefit of some cronies.

    I say, nak menang ke atau tak nak menang PRU13? Or is this the season of pukul habis ? You know the politicians figure they are going to lose the next elections, so lets take as much as we can while we have the time. Zaman pukul habis.

    And if you don't buy these new RM150.00 license plates, you can be fined RM300 or jailed up to 20 years (isnt it kind of excessive?). So kalau kroni tak boleh kaya, Kita pula masuk penjara atau bayar denda RM3000. Banyak cantik!!

    The other amendment to the Road Transport Act is that all roads, tracks and footpaths in the country and in the jungle will now be classsified 'Government roads'. This means the Government will be responsible for their maintenance and upkeep.

    But it also means that the new RM150.00 number plate law will be fully enforced. Again to benefit cronies. What does the rakyat get? Why do I need a microchip in my number plate? I am doing fine with the old RM20.00 number plate. Why think up useless ways to burden the people?

    Cases of different vehicles having the same plate number are on the rise. Meaning there many false plate numbers on the road right now. You have to find ways to solve this kind of problem or else people would say that you are 'makan gaji buta'. Do you have better suggestion?
